On February 14, 2020, the National Civil Aviation Agency (“ANAC”), in accordance with the procedures established by the legislation in force, published notice of the opening of Public Consultation number 03/2020 (the “Consultation”) with the purpose of discussing the Technical, Economic and Environmental Feasibility Studies (“EVTEA”) and the drafts of the Bidding Notice, Concession Agreement and respective attachments relating to the concession for the expansion, maintenance and operation of airports in the Southern, Central and Northern Block. The contribution deadline has been extended to March 30, 2020.
The consultation, the object of the public hearing, was divided into 4 (four) face-to-face sessions. The first one in Goiânia (GO), on March 2nd, 2020, the second one in Manaus (MA), on March 6th, 2020, the third one in Curitiba (PR), on March 9th, 2020, and the last one in Brasília (DF), on March 11th, 2020. The meetings presented details about the concession model for the three blocks that would be auctioned.
This corresponds to the 6th (sixth) round of airport concessions that began in May 2019. A single interested party can bid for all three (3) blocks. The requirement is that the concessionaire must have an airport operator with at least 15% (fifteen percent) equity participation and one (1) year experience in processing at least 1 (one) million passengers for the Central and North Blocks and 5 (five) million for the South Block.
I – Central Block
The Central Block has 6 (six) airports in the cities of Goiânia (GO), Palmas (TO), Teresina (PI), Petrolina (PE), São Luís (MA) and Imperatriz (MA). The minimum initial contribution is R$49.7 million, and the estimated value for the entire contract is R$4.5 billion.
II – North Block
The Northern Block has 7 (seven) airports in the cities of Manaus, Tabatinga and Tefé (AM), Rio Branco (AC) and Cruzeiro do Sul (AC), Porto Velho (RO) and Boa Vista (RR). The minimum initial contribution is R$43.7 million, and the estimated value for the entire contract is R$4 billion.
III – South Block
The Southern Block has 9 (nine) airports in the cities of Curitiba (PR), Foz do Iguaçu (PR), Londrina (PR) and Bacacheri (PR), Navegantes (SC) and Joinville (SC), Pelotas (RS), Uruguaiana (RS) and Bagé (RS). The minimum initial contribution is R$516.3 million, and the estimated value for the entire contract is R$8.9 billion.
The report of the contributions is available on ANAC’s website and these suggestions are still under analysis, so there is no concrete result to be released yet.
