Provisional Measure 884/2019 was converted into Law 13,887, published on October 17, 2019, which amended article of Law 12,651 of May 25, 2012 – the Forest Code – in order to make the deadline for all rural properties and possessions to be registered in the Rural Environmental Registry (CAR) indeterminate.
Although the deadline has become indefinite, owners and possessors of rural properties that register them in the CAR until December 31, 2020 will have the prerogative to join the Environmental Regularization Program (PRA).
The adhesion to the PRA, provided that the registration in the CAR has occurred within the above deadline, must be done within 2 (two) years from the date of publication of the law in reference, that is, October 17, 2021.
It will be up to the states and the Federal District to issue regulatory norms, until December 31, 2020, of a detailed and specific character for the procedure of joining the PRA and implementing environmental recovery projects, due to climatic, historical, cultural, economic, and social characteristics.
