In March 2019, through São Paulo State Decree 64,131, the state government changed the competence of the Secretary of Infrastructure and Environment, as well as instituting obligations and incorporating attributions of the Secretary of Agriculture and Supply.

In this change of competencies, the activities carried out by the CBRN – Biodiversity and Natural Resources Coordination, until then an organ of the Secretary of Infrastructure and Environment, became a responsibility of the Secretary of Agriculture and Supplying, becoming part of the attributions of the Coordinator of Sustainable Rural Development – CDRS, formerly the Coordinator of Integral Technical Assistance – CATI.

These structural changes, according to the State Government, are in line with the project to integrate functions in all its aspects related to agricultural and livestock production, in order to promote sustainable development, in the economic, social, and environmental fields.

In this sense, since the publication of the above Decree, details of the attributions of each of the State Secretariats of their respective bodies were still pending.

On March 05, 2020, State Decree 64.842 was published, which provides for the Environmental Regularization Program for rural properties in the State of São Paulo, establishing guidelines and deadlines for this purpose.

Thus, through the Joint Resolution SAA/SIMA No. 1 of March 12, 2020, the details of these attributions were presented. The CDRS, which is linked to the Secretary of Agriculture and Supply, is in charge of planning, analyzing, coordinating, and monitoring the implementation and application of the norms foreseen in the Forest Code, management of the Environmental Registration System – SICAR/SP, and approval of regularization mechanisms for rural properties in the state of São Paulo. The environmental inspection will follow the dictates of the legislation in effect and will be promoted by the environmental authorities.

Other norms should be published in the coming months, so that the determinations foreseen in the above-mentioned decrees are fulfilled.
